This is a Mandala of Bhaktpaur. It can be theorized as a cadastral sign-object.

Around the outside are Dikpala, or Lokapalas- these are gods of the cardinal points: (1) Indra is indicated by the saffron-color to the east, (2) Yama to the south is indicated by the dark blue, (3) Varunna to the West is grey, and (4) Kubera to the north is indicated by yellow.
